The first mobile node supports P2P communication rather than cellular communication. Other mobile nodes in the communication system may support cellular mode and may support P2P communication mode. The communication system allows the spectrum to be dynamically reallocated between being designated for P2P operation and being primarily used for cellular network based operation. Beacon signals are used to communicate the current frequency spectrum usage mode designation. The first mobile node in an ongoing P2P communication session detects that the spectrum is being reallocated for cellular based operations. The first mobile node reduces its transmit power level in response to the detected spectrum reallocation. In some embodiments, the first mobile node is allowed to continue its ongoing P2P session while the spectrum is primarily allocated for cellular communication, although at a lower transmit power level.
