Wireless devices, for example, in cognitive wireless networks, discover and use locally available and useful communication spectrum. Beacon signaling facilitates available spectrum discovery, spectrum usage coordination, and device identification. The wireless terminal, which may enter and enter the new area, monitors to detect the presence of beacon signals in the communication band. If a wireless terminal fails beacon detection, the wireless terminal assumes that the spectrum is available and transmits its user beacon signal to provide other wireless terminals with notification of their presence in the area. The wireless terminal maintains an adjusted timing relationship between its beacon transmission interval and the beacon detection interval performed on a progress basis. The combination of the beacon transmission interval and the beacon monitoring interval represents a small fraction of the total time and enables power conservation. Known coordinated timing relationships for peers facilitate the establishment of a valid peer to peer communication session.
