A transmitter generates a low-rate signal and transmits the signal to a target receiver. The target receiver generates a channel sounding response (CSR) and transmits the response when receiving the low-rate signal. The CSR is a short bust which delivers a predetermined information while having a predetermined transmission format. The transmitter analyzes the CSR afterward, determines an uplink channel response, estimates a downlink channel response, and determines a proper transmission parameter setting value based on the analysis and downlink channel response. Control of the transmission parameter is performed in one between medium access control (MAC) layer or physical (PHY) layer, or in combination of the two layers. The transmitter controls the transmission parameter, modulates user data according to the determined transmission parameter setting value, and then transmits the user data to the receiver through a desired part of the bandwidth. In a desired embodiment, the transmitter generates a transmit format control (TEC) signal which includes subcarrier modulation information and the determined transmission parameter setting value, and transmits the TEC signal to the receiver.
