A transmitter generates and sends a low rate signal to the expected receiver when receiving the low rate signal the expected receiver generates and sends a channel sounding respond (CSR) the channel sounding response is a short burst with a scheduled sending form and carrying scheduled information. The transmitter then analyzes the channel sounding and determines an uplink channel response estimates a downlink channel response and determines suitable transmitting parameter setting based on the analysis and downlink response estimation. The transmission parameter adjusts in a medium access or physical layer or the combination of the two. The transmitter transmits the data of the user to the receiver at the better bandwidth after adjusting the transmitting parameter and modulating the sub-carrier with user data according to the decision transmitting setting. In a preferred embodiment the transmitter further generates and transmits the transmission parameter setting comprising the decision and the transmitting form control (TFC) comprising sub-carrier modulating information to the transmitter.
