A transmitter generates and transmits a low speed signal to its intended receiver. Upon receiving the low speed signal, the intended receiver generates and transmits a channel polling response (CSR), where said CSR is a short burst that has a predefined transmission format and carries predetermined information. The transmitter then analyzes the CSR and determines an uplink channel response, estimates a downlink channel response, and determines appropriate transmission parameter settings based on the analysis and estimated downlink response. An adjustment of the transmission parameters in the MAC or PHY layer or in a combination of both can be carried out. After adjusting its transmission parameters and modulating subcarriers with user data in accordance with the determined transmission configurations, the transmitter transmits the user data to the receiver over a preferred portion of bandwidth. In a preferred embodiment, the transmitter also generates and transmits a transmission format control signal (TFC) containing the determined transmission parameter settings, including sub-carrier modulation information to the receiver.
