The utility model claims an emitter generating and transmiting a low speed signal to the receiver. When receiving the low speed signal the receiver generates and transmits a channel sound response (CSR). The CSR is a short pulse with scheduled transmission format and carrying scheduled information. The emitter analyzes the CSR and judges the uplink channel response estimates the downlink channel response and decides the right transmission parameter setup based on the analysis and downlink response. The adjustment of transmission parameter can be processed in the MAC layer or PHY layer or the combination of both. After adjusting the transmission parameter and modulating the subcarrier with user data according to decided transmission setup the emitter transmits the user data to receiver in a better bandwidth part. In a better implementing example the emitter also generates and transmits a transmission format control (TFC) signal to the said receiver. The TFC signal comprises the decided transmission parameter setup and the subcarrier modulation information.
