A method and apparatus are disclosed for optimizing Random Access Channel (RACH) transmission from a wireless transmit / receive unit (WTRU) for multiple transmissions. The WTRU may initiate an uplink transmission for a random access procedure using a configured time resource, such that the uplink resources may be time shared by a plurality of WTRUs. The transmission time can be calculated as an absolute reference or a relative reference. A backoff time may be applied before starting the uplink transmission. The backoff time may be unique to the WTRU, unique to the WTRU group, or may be specified according to the access class, and may be determined based on the priority. The scaling factor may be applied to the backoff time. Non-competitive allocation methods can be used to determine appropriate resources. Data can be transmitted with and without a preamble. The WTRU may comprise a machine type communication (MTC) device and may be grouped according to a number of factors or characteristics.
