Embodiments of the present presentation describe techniques and configurations for managing a latency in a wireless communication network when the network is determined to be congested. An apparatus may include computer readable media including instructions and one or more processors coupled to the computer readable medium and configured to execute the instructions to send an RRC (Radio Resource Control) request message to a wireless network controller, receive a response message including an extended latency value, determine upon receipt the response message whether a backoff timer associated with the device is running and determining whether the backoff timer should start with the received extended wait time value based, at least in part, on determining whether the backoff timer is running and the received wait time value is privacy protected.
