Embodiments of the present disclosure describe techniques and configurations for processing latency in a wireless communication network when it is determined that the network is congested. The apparatus comprises a computer readable medium having instructions and one or more processors coupled to the computer readable medium, the one or more processors transmitting a radio resource control request message to the radio network controller. And receiving a response message that includes an extended latency value, and upon receiving the response message, determines whether a back-off timer associated with the device is running and at least partially executes the back-off timer. Based on the determination of whether or not the integrity of the received latency value is protected, it is determined whether to start the back-off timer with the received extended latency value.
