The apparatus has processors coupled with computer-readable media and executed instructions to send a non-access stratum (NAS) signaling message to a network controller (206), and to determine whether to start a backoff timer with an extended wait time (EWT) value based on whether the NAS signaling message comprises a low-priority indicator. The processors execute the instructions to determine whether the NAS signaling message comprises the low-priority indicator, and to receive the EWT value in a radio resource control (RRC) reject message. The NAS signaling message is a location update request, an attach request, a tracking area update request, and a service request. Independent claims are also included for the following: (1) a system for handling wait time in a congested wireless communication network (2) a computer-implemented method for handling wait time in a congested wireless communication network (3) a computer-readable storage medium comprising a set of instructions for handling wait time in a congested wireless communication network.
