The embodiment of the claims is a technology and configuration used for treatment of a waiting time in a wireless communication network when it is determined that the network is congested. device may comprise a computer readable medium having instructions and one or more processors coupled with the computer readable medium and the one or more processors configured to execute instructions to transmit a radio resource control request message to the wireless network controller; receiving a delay waiting for a response message including time value when receiving the response message determines whether the back-off timer associated with the device is running and at least partly based on a backoff timer is the waiting time value of operation and whether the received determined integrity protected to determine whether to delay the receiving wait time value starting the back-off timer.
