Capillary network devices (i.e., IMSI-less devices) may be connected to the EPC via the home WLAN. The WLAN may be configured by the homeowner to be responsible for the traffic or the WLAN may indicate to the network that traffic will be allowed if the traffic is sponsored by the application server or traffic is compensated by the network operator . When an IMSI-leased device has a business relationship with a network operator, the WLAN may allow the device to be authenticated to the network and obtain a device identifier from the network. When an IMSI-leased device has a business relationship with an SCS that has a business relationship with a network operator, the WLAN may allow the device to be authenticated to the network.
