The present disclosure relates to connecting IMSI-less devices to an EPC. Capillary network devices (i.e., IMSI-less devices) may connect to the EPC through a home WLAN. The WLAN may be configured by the homeowner to be responsible for the traffic, or the WLAN may instruct the network to: traffic will be allowed if the application server sponsors the traffic, or if the network operator compensates for the traffic. In the case where no IMSI device has a business relationship with the network operator, the WLAN may allow the device to authenticate with the network and obtain the device identifier from the network. In the case where the IMSI-less device has a business relationship with the SCS, which has a business relationship with the network operator, the WLAN may allow the device to authenticate with the network.
