Capillary network devices (ie, IMSI-less devices) may be connected to the EPC via a home WLAN. The WLAN may be configured by the home owner to be responsible for the traffic, or the WLAN may indicate to the network that it will allow traffic if the traffic is sponsored by an application server or compensated for by the network operator. . If the IMSI-less device has a business relationship with the network operator, the WLAN may allow the device to authenticate to the network and obtain a device identifier from the network. If the IMSI-less device has a business relationship with the SCS that has a business relationship with the network operator, the WLAN may allow the device to be authenticated to the network.
