An apparatus and method for initiating a discontinuous reception (DRX) operation at a user equipment (UE) is disclosed herein. Applications running on the UE are monitored by the UE to identify one or more inactive trigger events associated with the application (s). The UE includes an application-wireless cross-layer for processing application information, including inactive trigger events, for use by the wireless layer. The wireless layer of the UE determines the initiation of the DRX operation according to the application information and device characteristic information, including inactive trigger events, provided by the application-wireless cross layer.
