A method and apparatus for accessing a service affiliated with a service provider is disclosed. The first discovery procedure may be performed to discover at least one service provider, and the bootstrap procedure may be performed with at least one discovered service provider. A second discovery procedure may then be performed to determine an available service capability layer (SCL) that is supported by the at least one discovered service provider. The first discovery procedure comprises the steps of sending a service provider discovery request including information to query the records database to determine the match of the service provider discovery record, and a service including a service discovery function record list that matches the query of the service provider discovery request. Receiving a supplier discovery response. At least one service provider may be selected for bootstrapping together from the service discovery function record list. Various versions of the second discovery procedure are described.
