A method and apparatus for accessing a service associated with a service provider is disclosed. The first discovery procedure is performed to discover at least one service provider, and the bootstrap procedure may be performed with at least one discovered service provider. A second discovery procedure may then be performed to determine an available service capability layer (SCL) supported by at least one discovered service provider. The first discovery procedure comprises the steps of sending a service provider discovery request including information querying the record database to determine a match of the service provider discovery record and a service discovery service record containing a service discovery function record list matching the query of the service provider discovery request And receiving a provider discovery response. At least one service provider for bootstrapping together from the service discovery function record list may be selected. Various versions of the second discovery procedure are described.
