PROBLEM TO BE SOLVED: To provide a method that enables more accurately scheduling of future uplink transmission on an uplink component carrier which is not scheduled by e node B.

SOLUTION: User equipment (UE) calculates a virtual power head room of a non-scheduled uplink component carrier on the basis of virtual uplink resource allocation which is constructed by UE and e node B in advance. A fixed value constructed in advance is set in the maximum transmission power of UE or the maximum transmission power is calculated by UE in consideration of power reduction and 0 is set in uplink transmission power. The virtual power head room is transmitted to the e node B and the e node B can deduce the route loss of the non-scheduled uplink component carrier and/or power per resource block from the virtual power head room and also can deduce the power reduction used by UE.
