PROBLEM TO BE SOLVED: To provide a communication device for reporting a power headroom of an uplink component carrier.

SOLUTION: The communication device includes: a transmission part for transmitting resource allocation information to user equipment on a downlink component carrier and further showing a power headroom report request for requesting a report of a power headroom in the case of indicating that a corresponding downlink component carrier should be activated; and a reception part for receiving a power headroom of an uplink component carrier scheduled by the user equipment and a virtual power headroom of an uplink component carrier unscheduled by the user equipment by using an uplink component carrier corresponding to a downlink component carrier activated by the user equipment according to the resource allocation information.
