To provide an integrated circuit to control user equipment that reports to an eNodeB a power headroom for uplink component carriers in a mobile communication system using component carrier aggregation.SOLUTION: When resource assignment information received over downlink component carriers indicates that any of the downlink component carriers should be activated, it further indicates that power headroom reporting is required. An integrated circuit calculates a power headroom for a scheduled uplink component carrier on the basis of the resource assignment information. A virtual power headroom for a non-scheduled uplink component carrier is calculated on the basis of a virtual uplink resource assignment pre-configured.
