A method of transmitting a hybrid auto-repeat request, HARQ, negative acknowledgment / ACK / NACK signal, HARQ, in a mobile communication system, the method comprising: determining, by a controller, two multiplex symbols by orthogonal frequency division, OFDM, for transmission of ACK / NACK as a first OFDM symbol and a second OFDM symbol; dividing, by the controller, ACK / NACK signals for a plurality of user equipment, UE, into at least two sets, in which the ACK / NACK signals from a first set are destined for a first set of UEs and the ACK / NACK signals from a second set are destined for a second UE set; map, by a mapper, an ACK / NACK signal for the first UE set and an ACK / NACK signal for the second UE set with the OFDM symbols, such that a number of repetitions of the ACK signal / NACK for the first UE set within the OFDM symbols is equal to a number of repetitions of the ACK / NACK signal for the second UE set within the OFDM symbols, and transmit, by a transmitter, the symbols mapped OFDMs; in which the ACK / NACK signal for the first UE set is mapped once with the first OFDM symbol and is mapped twice with the second OFDM symbol, and in which the ACK / NACK signal for the second UE set is mapped twice with the first OFDM symbol and mapped once with the second OFDM symbol.
