An eNB may include at least one antenna and a transceiver coupled to the at least one antenna. The eNB may include a Uu measurement unit coupled to the transceiver and configured to perform a first radio usage measurement. The first radio usage measurement may measure radio usage between the eNB and at least one wireless transmit/receive unit (WTRU). The eNB may include a Uu measurement unit coupled to the transceiver and configured to perform a second radio usage measurement. The second radio usage measurement may measure radio usage between the eNB and at least one relay node (RN). The eNB may include an evaluation unit coupled to the Uu measurement unit and Un measurement unit. The evaluation unit may be configured to utilize each of the first radio measurement and the second radio measurement.
