A method and system for supporting a developed universal mobile telecommunications system (UMTS) terrestrial radio access network (E-UTRAN) is described. The system includes a wireless transmit / receive device (WTRU), a UTRAN and an E-UTRAN. UTRAN sends to WTRU a list of available radio access technologies in a coverage area of UTRAN. The list includes information regarding E-UTRAN. WTRU receives the list and can initiate a handover based on the list. WTRU then transmits its multi-mode / multi-RAT property information including the E-UTRAN property of UTRAN. UTRAN then sends a measurement property message to WTRU. The measurement property message includes parameters needed to perform measurements on an E-UTRAN channel. WTRU performs measurements based on the measurement property message and reports measurement results to UTRAN. UTRAN can initiate a handover to E-UTRAN based on the measurement results.
