A method for supporting an evolved universal mobile telecommunication system (universal-serial-bus ushers Telecommunication Services systems UMTS) Terrestrial Radio Access Network (E-UTRAN) Allotting access method and system of P-Visited-network) (E-UTRAN). The system includes a wireless transmit/receive unit (wireless? transmit/receive. I-unit; the WTRU) a UTRAN and an E-UTRAN wherein the UTRAN sends a list of available radio access technology for the WTRU in a coverage area of the UTRAN and the list comprises related information of the E-UTRAN the WTRU receives the list and the list as the basis to initiate a switch then the WTRU comprising a multi-mode of the E-UTRAN capability/multiple RAT capability information to the UTRAN. Then the UTRAN sends a measurement capability message to the WTRU wherein the measurement capability message includes on a UTRAN channel to implement the necessary measurement parameters the WTRU performing measurements as based on the measurement capability message and reports measurement results to the UTRAN in addition the UTRAN can the measurement result as a basis to initiate a reach the E-UTRAN handover.
