PURPOSE: A handoff device between a WLAN(Wireless LAN) and a UMTS is provided to detect existence of a WLAN footprint by a UE while starting an HO(HandOff) process based on a user preference, and to track a position of a WLAN coverage area to start the HO process within a specific range, thereby realizing an automatic HO. CONSTITUTION: A UE(10) listens to a BCCH(Broadcast Control Channel)(S1). A UMTS(12) broadcasts an available WLAN list(S2). The UE(10) receives and stores the WLAN list based on a preset user preference(S3). The UE(10) starts capturing a position of a WLAN(14), and requests the position to be provided(S4). The UMTS(12) retrieves position information(S5), and supplies the position with the list(S6). The UE(10) monitors the position information(S7), starts an HO, and starts a WLAN service to the WLAN(14)(S8). The WLAN(14) authenticates the UE(10)(S10), and supplies a new IP address(S11). The UE(10) starts an HO to the WLAN(14) by designating a path of data(S13). The UMTS(12) supplies an HO end message to the UE(10)(S14), and starts a service in the WLAN(14)(S15).
