PROBLEM TO BE SOLVED: To provide an integrated circuit for enabling a base station device to recognize the power use state of user equipment in a mobile communication system using a carrier aggregation.

SOLUTION: When user equipment is under a condition near to a condition that the maximum total UE transmission power of the user equipment is used or exceeds the condition a base station device is notified of this fact. The user equipment makes one or more indicators or a new MAC control element for supplying power state information to the base station device or both the indicators and the MAC control element be contained in one or plural protocol data units to be transmitted on each component carrier in one sub frame which performs the notification. The MAC control element reports the power headroom per user device. Or the MAC control element reports the power headroom per component carrier or a power reduction amount applied to each uplink component carrier or both the power headroom and the power reduction amount.
