PROBLEM TO BE SOLVED: To provide a base station device capable of recognizing a power use state of a user apparatus for scheduling in a mobile communication system using a carrier aggregation.

SOLUTION: A base station device receives from a user apparatus power headroom report including maximum transmission power in consideration of a power headroom of each of active uplink component carriers and power reduction amount. A power state report includes information showing whether or not maximum transmission power specific to the component carrier is included. A base station calculates transmission power used in the component carrier on the basis of the power headroom and the power reduction amount thereby recognizing a power state of the user apparatus for scheduling of the user apparatus.
