PROBLEM TO BE SOLVED: To provide a device and a method that dynamically change the configuration of an uplink and a downlink.

SOLUTION: An evolved Node B (eNodeB) operating on a radio communication network transmits a system information block type 1 (SIB 1) including first uplink-and-downlink configuration information 602. The eNodeB transmits second uplink-and-downlink sub-frame configuration information in at least one downlink sub-frame in a radio frame configured in first uplink-and-downlink configuration 608. The second uplink-and-downlink sub-frame configuration information is included in a downlink control information (DCI) message and the DCI message is included in at least one downlink sub-frame in the radio frame.
