A method implemented by computer comprising: transmitting, from a base station of a wireless network, a request for information to a wireless device coupled to the wireless network through the base station, including the request for information a request to receive the information signal quality or interference of the uplink registered; receive the signal quality or uplink interference information from the wireless device, the signal quality or uplink interference information comprising Field Measurement Minimization (MDT) information; and analyzing, by the base station, an uplink interference or loss of path associated with the uplink coverage provided by one or more base stations for the wireless network based, at least in part, on the quality information of signal or interference from the registered uplink received from the wireless device, where an estimated Thermal Noise Interference (IoT) value is determined by subtracting a signal to Interference and Noise (SINR) threshold and a white noise power to a nominal base power level of the uplink of a Physical Channel of the Uplink Control (PUCCH) of the wireless device, said base power level of the uplink included in said MDT information, and where the eNB operating parameters are set to IoT value function.
