The invention relates to a dispatching method, a device and a communication system of uplink resources, wherein the dispatching method of uplink resources comprises the following steps: receiving uplink single TBF resource assignment information sent from a network side, wherein the uplink single TBF resource assignment information comprises the information of an uplink time slot allocated from the network side to a mobile station and the USF corresponding to the uplink time slot, and the information of the uplink time slot comprises the information of at least one uplink RTTI time slot and the information of at least one uplink BTTI time slot; and when the USF is monitored on a downlink time slot corresponding to the uplink time slot, sending uplink BTTI wireless blocks and/or RTTI wireless blocks at the uplink time slot corresponding to the monitored USF or partial or all uplink time slots of which the serial numbers are equal to or greater than the serial number of the corresponding uplink time slot. The embodiment of the invention not only can send BTTI blocks but also can send RTTI blocks in one TBF, thereby improving the flexibility of dispatching of uplink resources.
