A method a device and a communication system for scheduling the uplink resources are provided. The method for scheduling uplink resources involves: receiving the assigned message of uplink single Temporary Block Flow (TBF) resource transmitted from a network side where the assigned message of uplink single TBF resource includes the information of uplink time slot allocated by the network side to a mobile station and an Uplink State Flag (USF) corresponding to the uplink time slot in which the information of uplink time slot includes the information of at least one uplink Reduced Transmission Timing Interval (RTTI) time slot pair and the information of at least one uplink Basic Transmission Timing Interval (BTTI) time slot; when the USF is monitored at the downlink time slot corresponding to the uplink time slot transmitting an uplink BTTI radio block and/or a RTTI radio block at the monitored uplink time slot corresponding to the USF or the partial or entire time slot whose serial number is equal to or greater than the corresponding uplink time slot. Not only a BTTI block but also a RTTI block can be transmitted in a TBF so that the flexibility of scheduling uplink resources can be improved.
