An uplink resource scheduling method a device and a communication system are provided. The uplink resource scheduling method includes: receiving uplink single TBF resource assignment information sent by a network side where the uplink single TBF resource assignment information includes information of an uplink time slot allocated by the network side to a mobile station and a USF corresponding to the uplink time slot and the information of the uplink time slot includes information of at least one uplink RTTI time slot pair and information of at least one uplink BTTI time slot; and sending an uplink BTTI radio block and/or an uplink RTTI radio block on the uplink time slot corresponding to the detected USF or on a part or all of uplink time slots with sequence numbers equal to or greater than that of the corresponding uplink time slot when the USF is detected on a downlink time slot corresponding to the uplink time slot. Not only a BTTI block but also an RTTI block may be sent in one TBF thereby improving the flexibility of uplink resource scheduling.
