The invention claims an uplink resource dispatching method device and communication system. Said uplink resource dispatching method comprises steps as follows: receiving uplink single TBF resource assignment information transmitted by network side; said uplink single TBF resource assignment information comprises information of uplink time slot distributed by network side for mobile station and USF corresponding to said uplink time slot; information of said uplink time slot comprises information of at least one uplink RTTI time slot pair and information of at least one uplink BTTI time slot; when said USF is monitored on downlink time slot corresponding to said uplink time slot transmitting uplink BTTI wireless block and/or uplink RTTI wireless block on uplink time slot corresponding to monitored USF or part of or all uplink time slots that sequence number thereof is larger than or equal to said uplink time slot. The TBF can be used for transmitting BTTI block or RTTI block through the invention for improving the flexibility of uplink resource dispatching.
