A method and system for interworking between cellular networks (120) and wireless local area networks (WLANs) (110) are disclosed. At least one cellular network (120) at least one WLAN (110) and an EP network (140) are deployed. A wireless transmit/receive unit (WTRU) (102) first establishes a connection to a WLAN (110) and a tunnel between an access point (AP) (132a 132b) and a packet data gateway (PDG) (129) is established. The PDG (129) further establishes a tunnel to an IP network (140). The WTRU (102) then invokes a service which is delivered through the WLAN (110). As signal quality from the AP (132a 132b) degrades below a predetermined threshold a handover from the WLAN (110) to the cellular network (120) is performed.
