Methods and apparatus are provided for a selection of an improved combination of transport formats (E-TFC) that supports a flexible packet data unit (PDU) size of the radio link control (RLC) and segmentation of the layers of the media access control (MAC). Methods for filling a packet data unit (PDU) of enhanced media access control (MAC-e) with logical channel data as part of the E-TFC selection. In a physical implementation, the E-TFC selection algorithm uses a single request from the MAC layer to the RLC layer to request the number of bits it is allowed to send for a logical channel in order to create Mac PDUs. and. In another physical implementation, the MAC entity makes multiple requests to the RLC entity. In another physical implementation, the MAC entity makes a single request for the RLC entity to create one or more Mac-e PDUs of a given size. A technique for maintaining a guaranteed bit rate (GBR) is also provided for unscheduled data streams with variable length headers.
