PROBLEM TO BE SOLVED: To provide a technique for filling an extended MAC(medium access control)-e PDU(packet data unit) with data from a logical channel as apart of E-TFC(extended transport/format combination) selection and a technique for maintaining the GBR(guaranteed bit rate) of a non-schedule data flow by a variable length header.

SOLUTION: In order to create an extended MAC-e PDU by using a single request from a MAC layer to a RLC(radio ling control) layer an E-TFC selection algorithm requests a certain logic channel for the number of bits that can be transmitted. A MAC entity performs a plurality of requests for a RLC entity. The MAC entity performs single request for the RLC entity to create one or a plurality of extended MAC-e PDU of set size.
