Disclosed are a method and device for switching to a serving network. The method includes: receiving a first switchover request sent by a BSC/RNC; and sending a second switchover request to a target MME according to the first switchover request, with the second switchover request including an IMSI, and a first message used to determine a source SGSN, so that the MME sends to the source SGSN a context request message including the IMSI, and receives context information about user equipment corresponding to the IMSI sent by the SGSN. The device includes an MSC server, an SGSN, an MME and a BSC/RNC. The method and device of the embodiments of the present invention apply to a source SGSN for context information via an MME determined by an MSC server, and so can ensure that the MSC server and the SGSN interact with a same MME during the rSRVCC switchover flow, thereby avoiding the switchover failure due to inconsistent selection of the MME by the MSC server and the SGSN, which can also synchronize the PS and CS switchover process, improve the accuracy and efficiency of switchover, and enhance user experience.
