A method a device and a system used in the wireless telecommunication domain for synchronizing a terminal state in a General Access Network to assure that the GAN network can properly achieve the relevant state context information are provided in the present invention. In the present invention a network side device of the General Access Network receives the circuit domain and/or packet domain state information reported by the terminal and the network side device deals with the relevant registration information of the terminal according to the received circuit domain and/or packet domain state information. The terminal can report the circuit domain and/or packet domain state information in the GAN mode to the GANC after reestablishing the connection with GAN. The terminal can report the circuit domain and/or packet domain state information in a GERAN/UTRAN mode to the GANC during the registration procedure. The terminal can initiate a registration updating procedure as well when the circuit domain and/or packet domain state in the GERAN/UTRAN mode changes.
