A method for allocating time and frequency resource of resource request indicator a method for transmitting the resource request indicator and device thereof are disclosed which relate to wireless telecommunication technique and are created for the purpose of overcoming the problem with big overhead of time and frequency resource in prior art. The invention includes: allocating code for resource request indicator and other uplink control signaling; multiplexing the resource request indicator and other uplink control signaling into the same time and frequency resource in a code division manner. The invention can be applied in OFDM/OFDMA wireless telecommunication system.
