A method for sending a resource request indicator (RRI) and a user terminal are provided which relate to a wireless communication technique and reduce the overhead of a time and frequency resource. The method includes: obtaining a first and second code allocated for the RRI; sending the RRI wherein the RRI and an other uplink control signaling are multiplexed in the same time and frequency resource in a code division manner;
wherein the first and second codes allocated for the RRI are allocated in one time slot and
wherein

extended manners in time domain and frequency domain corresponding to the first code allocated for the RRI are the same as a code allocated for a pilot part of the other uplink control signaling and corresponding to the second code allocated for the RRI are the same as a code allocated for a data part of the other uplink control signaling.
