The invention claims a time frequency resource distribution method for resource request indication information including: distributing codes to resource request indication information and other uplink control signalling; multiplexing resource request indication information and other uplink control signalling on the same time frequency resource by means of code division. In this invention because of multiplexing time frequency resources of resource request indication information and other uplink control signalling on the same time frequency resource this invention does not have extra resource request indication information to distribute time frequency resources thereby reducing spending on time frequency resources. The invention further claims a device and a base station for resource request indication information.
