UE may receive a command of service transfer in order to carry out transfer of service from the initial basic station to the target basic station. UE may try to transfer service from a service cell of the initial basic station to the first cell of the target basic station. If service transfer to the first cell fails UE may try to transfer service to the second cell of the target basic station.
