A resource configuration method for uplink control channel is disclosed. The method includes: a network side equipment determines the uplink carrier group of a user equipment (UE) and the downlink carrier where the cell exclusive pairing relationship exists in the downlink carrier group (501); according to the determination result the network side equipment configures the uplink control channel resource for the downlink carrier where the cell exclusive pairing relationship does not exist (502). The method is easy easily implemented and applicable for the frequency division duplex (FDD) system and the time division duplexing (TDD) system and it also can improve the system performance of the long term evolution (LTE) multi-carrier upgrade system and can be well compatible with the existing LTE system.
