The invention discloses a method for configuring uplink control channel resources comprising the following steps of: determining downlink carriers with a cell exclusive pairing relation in an uplink carrier set and a downlink carrier set of UE (User Equipment) by network side equipment; and confirming uplink control channel resources for downlink carriers without the cell exclusive pairing relation by network side equipment according to a confirming result. The method provided by the invention is simple and easy to implement and suitable for FDD (Frequency Division Duplex) and TDD (Time Division Duplex) systems can improve the system performance of an LTE (Long Term Evolution) multi-carrier upgrading system and can be favorably compatible with a traditional LTE system.
