The uplink control channel resource allocation method according to the present invention comprises the steps of: determining, by a network side equipment, a downlink carrier having a cell-specific pairing relationship among an uplink carrier set and a downlink carrier set of a user equipment (UE); And assigning an uplink control channel resource to a downlink carrier for which a cell-specific pairing relationship does not exist according to a determination result by the network side facility. The method is simple and easy to implement, can be applied to FDD and TDD systems, can improve the performance of LTE multi-carrier upgrade system, and can be well compatible with the conventional LTE system.
