Abstract
A method and apparatus for communication with a license carrier and a license-exempt carrier is provided. The base station can perform clear channel assignment (CCA) to reserve a license-exempt carrier and enable transmission from a user equipment (UE) on a license-exempt carrier. The base station may establish a random access preamble transmission from the UE on a license-exempt carrier. One or more UEs may use the transmission of a reference signal to perform the CCA and reserve a license-exempt carrier. The UE may indicate the CCA result to the base station via the license carrier. The UE may also experience large propagation losses and may not be able to accurately perform the CCA.
