A method and apparatus are described for establishing peer to peer communication and performing transmission under the control of a cellular network. The discovery wireless transmit / receive unit (WTRU) may receive timing signals from at least one discoverable WTRU controlled by a base station. The discovery WTRU estimates the quality (ie, path loss) of the radio link between the discovery WTRU and the discoverable WTRU, and estimates to the base station controlling the discoverable WTRU (eg, based on the threshold established by the base station). It may be determined whether to report the established radio link quality. The power of the timing signal can be ramped up in predetermined steps so that the transmit power at any given point in time is known and can be used by the discovery WTRU to estimate the radio link quality. The timing signal may include at least one of a primary preamble or a secondary preamble.
