A method and apparatus for establishing peer-to-peer communication and performing a transfer under control of a cellular network is described. A searching wireless transmit / receive unit (WTRU) may receive timing signals from at least one discoverable WTRU controlled by a base station. The searching WTRU estimates the quality (ie, path loss) of the radio link between the searching WTRU and the discoverable WTRU, and the radio link estimated by the base station controlling the discoverable WTRU. Whether to report quality can be determined (eg, based on a threshold established by the base station). The power of the timing signal may be ramped up in predetermined steps so that the transmit power at any given time is known and can be used for radio link quality estimation by the searching WTRU. The timing signal may include at least one of a primary preamble or a secondary preamble.
