A method for transmitting a scheduling request in a mobile communication system and a terminal device are provided to prevent effectively that an UE retransmits unnecessarily the scheduling request/a BSR(Buffer Status Report) by not allocating corresponding radio resource to all UEs even when a RRC node receives successfully the scheduling request/the BSR from an UE within a cell. A method for transmitting a scheduling request comprises the following steps of: enabling a UE(User Equipment)(301) to compare the lowest priority notified from an RRC(Radio Resource Control) node with the highest priority of service priorities corresponding to generated data or control signaling when the data or a control signal to be transmitted from an upper layer to uplink is generated(331,332,351,371); and enabling the UE to transmit the scheduling request of requesting allocation of radio resource for the transmission of the data or control signal to the RRC node when the highest priority is higher than or the same as the lowest priority(321,371).
