The present invention proposes a method and apparatus for transmitting an uplink scheduling request in a mobile communication system. According to the present invention, the radio resource control node periodically sets a minimum priority for retransmission of a scheduling request and periodically notifies the downlink, and the terminal has the highest priority among the priority information included in the scheduling request to be retransmitted. Do not send the scheduling request when it is lower than the minimum service priority for request retransmission. In addition, according to the present invention, the radio resource control node sets a period (timer) for retransmission of the scheduling request according to service priority, and transmits it to the downlink, and the terminal requests the scheduling request after transmitting the initial scheduling request or after retransmitting the scheduling request.
